The staff has established and maintained partnerships with employers in the targeted areas to improve the economic conditions of disadvantaged, low, and moderate income persons by providing employment and training opportunities.

Approximately 100 persons receive job placement assistance each year. Clients are placed in subsidized or unsubsidized positions. Subsidized positions are defined as jobs supported by funds from two sources, the employer and the sponsoring agency, for a specified period of time and are characterized as training. Unsubsidized positions are defined as positions that are supported 100% by a public or private entity. Subsidized positions require training in the first stage with job retention in full-time employment, provided the client performs the job satisfactorily. Clients are placed in a variety of positions, from labor intensive to the professional positions. The organization’s staff continuously market the organization through an aggressive recruitment campaign to attract employers and clients. That campaign includes sending mailers to churches, community and civic organizations, and public service announcements for client recruitment. Telephone inquires, letters and making corporate presentations are recruitment strategies used to attract employers.

The organization's staff assesses clients to determine the appropriate career paths and make referrals based on experience, career aspirations, knowledge and expertise in specific fields. CHTC uses a case management system to address the needs of clients, ensuring that basic needs are met, thereby reducing the likelihood of a premature or unplanned job or program separation. Clients receive counseling at predetermined intervals in training and are monitored during training and for a period of ninety (90) days after placement in full-time unsubsidized positions.
